Carlos de Oliveira Fernandes é Professor Coordenador na área do Turismo, no Instituto Politécnico de Viana do Castelo. Completou a Licenciatura na Syracuse University (EUA), Mestrado na Rutgers University (EUA), com equivalência pela Universidade Técnica de Lisboa e o Doutoramento na Bournemouth University (Reino Unido). É Juiz (Presidente) da Confraria dos Gastrónomos do Minho; perito do International Institute for Gastronomy, Culture, Arts and Tourism (IGCAT); membro de júri para a Plataforma Região Europeia da Gastronomia; integra o UNWTO Panel of Tourism Experts; Coordenador do ATLAS Gastronomy and Tourism Research Group; membro do Conselho Consultivo do Observatório de Turismo Gastronómico de Itália; Colaboração com a Organização Mundial do Turismo na área de operações turísticas em países de África (Angola, Moçambique e Zimbabwe) e ao Conselho da Europa na área do turismo alternativo (Ucrânia, Moldávia e Espanha). É membro do conselho de revisores de diversas revistas científicas nas áreas do turismo e gastronomia.
