Professor at the University of Trás-os-Montes and Alto Douro (UTAD) on territorial planning & regional development since 1999. He got his PhD on Social Sciences at University of Paris X – Nanterre and his post-graduations on Development Policy at Mediterranean Agronomic Institute of Montpellier (CIHEM – IAMM) and on European Studies at the Portuguese Catholic University. Former member of the Portuguese Parliament and Parliamentary Assembly of the Council of Europe (2011-2022). Project Manager of Territorial Development Projects and Regional Director of Local Administration at the Ministry of Planning and Territorial Administration of Portugal (1984-1999). He has worked and published on territorial development, EU cohesion and regional policy, evaluation of public policies, territorial governance, territorial strategic prospective and climatic & territorial challenges
