PhD student in Development, Societies and Territories at the University of Trás-os-Montes and Alto Douro. He has a master’s degree and a degree in Military Sciences, specialising in Military Administration, from the Military Academy and a postgraduate degree in Security and Defence from the Military University Institute. He is also qualified in the Exponential Business Administration (xBA) programme at NOVA School of Business and Economics, the NATO Logistic Course and NATO Legal Adviser Programme at NATO School Oberammergau in Germany, and the International Military Course on the Law of Armed Conflict by the International Institute of Humanitarian Law in Italy. He is a Major in the Portuguese Army and is Head of the Planning, Programming and Coordination Section at a Military School. Cumulatively, he teaches the Master’s in Administration at the Military Academy and the Higher Professional Technical Course in Administration at the Military Polytechnic Unit and has been awarded the title of specialist by both institutions. His research project focuses on the impact of the Regional Strategy for Intelligent Specialisation (RIS3) on the competitiveness of the Douro Demarcated Region.
