Has a PhD in Development, Societies and Territories, from the University of Trás-os-Montes and Alto Douro, UTAD, Portugal, 2024; Master in Sustainable Development, in Environmental Policy and Management, from the Center for Sustainable Development of the University of Brasília, CDS/UnB, Brazil, 2010; and Bachelor in Social Communication, with specialization in Journalism, from Centro Universitário de Brasília, 1999. Professionally, he worked as Project Manager at Fundação Banco do Brasil, between 2004 and 2013. He was department director of the Digital Inclusion Secretariat of the Ministry of Communications of Brazil, in 2015. In 2016, he served as a special advisor at the Government Secretariat of the Presidency of the Republic, in Brazil. He is interested in the area of ​​territorial development.
